Mr. Frank Gray, P.E., Director of Engineering and minority owner, is a graduate of Tennessee Technological University where he received his B.S. degree in Civil Engineering.  Mr. Gray has over 26 years of experience as a Civil/Transportation Engineer.  His areas of special competence lay in: roadways, site design (paving and drainage), water and wastewater master planning and treatment plants, distribution and collection systems, deep wells for water supply, reclaimed water system design, utilities and site improvements, stormwater management, computer hydraulic analysis, and permitting.
